The RecRuiTing OfficeR Paul Awcock is Head of HR – Recruitment for Aviva, one of the world’s largest insurers. We spoke with Paul about the advantages – and challenges – of moving to an outsourced recruitment model over the past year, and how close discussions with the partner were vital for the project’s success… outsource: Paul, it’s been an eventful year for you within the Aviva recruitment function. Tell us more… Paul Awcock: The most high-profile piece of activity we’ve done has been the outsourcing of our recruitment function for what we call “head-of and below”: so broadly that’s roles paying £80k and below. That has now been outsourced to Hyphen. o: What were the drivers behind this and how long has the process taken? PA: The implementation for this, in terms of investigation, started in December 2009. The two primary drivers from a strategic perspective were reducing HR costs, and scalability: over time our demand was diminishing – going from about 5,500 hires in 2008 down to about 2,500 predicted for 2010 – so we needed a solution in terms of our resourcing that had a scalability to it rather than a fixed cost-base that was becoming quite difficult to manage. From an operational perspective the drivers were: what could we get for our buck that was the same or better - my guiding principle throughout the whole of the RPO process was that it had to be at least the same or better in terms of service delivery? And what could the hiring managers within Aviva get support on than they currently did with the in-house team? We worked very closely with Procurement throughout Q1 and Q2 of this year, and the decision to outsource was signed off in the business case in June; we went live in October. o: How closely were your partners involved in those planning discussions? PA: Very heavily.
