I 68 ● n 2008 the Government commissioned a review, by Lord Carter of Coles, into the future provision of pathology services in the NHS - a sector that currently employs about 25,000 people. The report focused on, and made a number of recommendations for, improving the quality of patient care, improving efficiency and identifying the potential mechanisms for delivering change, which included outsourcing. The deal In response to the recommendations of Lord Carter’s Report, King’s College Hospital NHS Foundation Trust (“King’s”) decided that it needed to look for a strategic partnership or joint venture to help it stay at the forefront of pathology provision. King’s appointed DLA Piper, one of the leading public sector outsourcing law firms, to advise it on the legal aspects of the deal.
