The plans for privatisation follow the announcement of the £200 million contract between Lincolnshire police and G4S in late 2011. The police privatisation contract, worth £1.5 billion, is headed by two of the largest police forces in the country, West Midlands and Surrey, on behalf of all UK forces. Predictably, the decision to invite private companies to supplement the public sector’s services has been the topic of much debate, but the West Midlands and Surrey police have stated that staff would only be assisting police officers and would not be making arrests. The bid invitation has been opened to 64 private security firms – including G4S – and marks the continuation of the police transformation agenda in the UK, emerging at a time when 20 per cent cuts to police budgets over four years have been announced. The two police authorities are keen to affirm that the “business partnership programme” will in no way be detrimental to the policing of the UK. Chris Sims, the West Midlands chief constable, said: “This is not about taking away the core responsibility for policing away from officers. I want to be clear that where a police power is needed a police officer will carry out that duty… The backbone of the service will remain unchanged but we are committed to finding a long-term transformational solution that is more cost-effective and improves the service we deliver. “Our values remain at the heart of the service and our priority is to put the public first in everything we do,” Sims added.
