Technical Training Strategy 2020
IN 2013, THE ESB Networks Training Centre (NTC), in consultation
with the business, developed a new
Technical Training Strategy.
Our vision is: "Together,
assuring technical competence
for all, now and into the future"
The key pillars of the strategy are:
* Identify the skills required in the
business to deliver the work programme safely
* Identify the existing skills in the business
* Identify any skills gap for our existing Network Technicians (NTs) from
the perspective of safety, work programme delivery, succession and future development needs of each NT
* Put in place an NT Training Plan for
the business and for each NT
* Ensure that the safety and development of our apprentices is in line with
our Core Safety Value and ensure
that future NTs have the appropriate
skills to commence work as an NT
* Development of a Training Centre
of Excellence to inspire the safety
and quality standards required in the
business
Significant progress has already been
made in the delivery of this strategy.
NT Training Plan
Four new Technical Competence Specialists have worked with our supervisors to assess the current competence of
our NT and develop Training Paths for
all our NTs, prioritising training over
the four key areas: Safety, Work Programme delivery, Success and Future
Development.
The NTC along with Human Resources and our Safety Organisation are now
analysing this information to put together a National Training Plan for 2015.
Apprenticeship
A new Apprentice Supervision Policy document has been developed to
strengthen our Apprentice Programme,
with the core principle that the focus of
the apprenticeship should be on the Safety and Development of the apprentice.
Improvements include:
* Enhancements to the Apprentice
Training programme in the NTC
* A new apprentice log book to record
the learning and development of the
apprentice
* A dress code for apprentices so that
they can be easily identified in the
NTC and on site
* New supports for Apprentices including a safety advocate, mentors and apprentice supervision while on job rotation.
Training Centre of Excellence
Our NTC is developing as a Centre of Excellence. The centre has been refreshed,
with a new state-of-the-art smart training room developed for interactive learning. New training processes have been
designed. The Burnwood 38kV station,
which is used to provide hands-on training on Stations work, was opened in May.
Our journey to implement our new
Technical Training Strategy has just
commenced and much work has yet to
be done. The NTC team are committed
to continuing in striving for excellence in
the training of ESB Networks staff. n
ESB HV D&C Scheduler nominated for Meeta Award

ESBN HV Scheduler nominated for Meeta Award.
The ESBN HV Scheduler has been nominated for a 2014 Meeta (Maintenance
and Asset Management) Award. This
prestigious award scheme, endorsed by
Engineers Ireland and PMI Software,
highlights ingenuity in the area of maintenance and Asset Management. It is
recognition for a number of years of
innovation in a difficult area - that of
scheduling work for stations staff.
Each year ESB Networks carries
out 18,000 individual items of maintenance on both the transmission and
distribution system. It's a big task to
marry maintenance orders, outages,
manpower, skillsets and systems. Initially SAP was used to schedule and
while useful for routine maintenance, a
more innovative solution was required
to embrace all stations work. In 2010
work began on a new scheduling system. It needed to be built cost-effectively while meeting the expectations
of the business in terms of functionality
and quality - no easy task.
John Mulvaney, Noel Kavanagh,
Liam Shankey-Smith, Darragh Quinn,
Keith Kavanagh and Claire Morrissey
were all instrumental in developing
the new scheduler in conjunction with
Mark Dillon of Cyber academy, a software company based in Drogheda Co.
Louth. The scheduler takes information
from SAP, our outage plan and our capital programme and produces a weekly
schedule for each Network Technician.
The 'Eureka' moment came when

tragic and untimely death of Declan
Molloy in a workplace incident at Little
Bray Station, on Monday, 22nd September.
Declan joined ESB as an apprentice
electrician in 1977 and was appointed as an NT in 1982. He worked in
Boghall Road, Bray until its closure
in April 2007, and then in Leopardstown Road, most recently in Dublin
Stations, HV Delivery & Contracting.
Declan was a man who got on with
and had a 'cupla focail' for everyone.
A lover of all things Irish, he was very
involved in the Bray Emmets GAA
club. Declan was not so fond of soccer!
Declan lived his life to very high
standards, both in and out of work.
He was always a great dresser and
representative of ESB. Constantly
questioning and learning, he was always interested in building up and
sharing his knowledge with others.
Declan wanted the best for ESB
and his colleagues. While negotiating the move from Boghall Road to

tool that matched maintenance tasks to
the correct cost centres and packaged/
matched with our outage plan.
Since then, the HV Systems team,
and in particular Tommy McKinley,
supported by Noelle Brookes, have
promoted use of the scheduler and have
enhanced it to include editability and
interaction with mobile devices. The
development of the scheduler has culminated in its recognition by Engineers
Ireland as being a technically innovative
solution.
Credit for its effectiveness must go
to each of the 23 HV Supervisors. In
June of this year, we reached our goal of
100% HV work scheduled and the good
work continues. Credit for the ongoing
success of the scheduler must go to the
innovators, supervisors and all of our
NTs doing the work. n
Leopardstown, he won the respect of
both management and his colleagues
by thinking things through and very
effectively challenging things to
ensure he got the best result. He'd
start every challenge with "I've two
points to make...."
He was deeply knowable and a
great person to have a chat with.
He friends describe how conversations were always interesting and
you never knew where they would
go. "He was like a train with no
brakes." On one biking trip to
France, he amazed his friends by
giving them chapter and verse on
the history of whatever town or village they landed in. His memory of
local and international history was
incredible and yet he very often
could not remember where he left
his keys!
Declan is described as an interesting and determined man, a great
friend and colleague. He was very
content in himself, knew where he
was going and what he wanted. He
loved his work and sang his way
through the day.
Whether it was his family, work,
the building of his own home or
the GAA, he did not do "side-line"
involvement in anything. He was
a perfectionist and always gave his
best.
Declan was very much part of our
ESB family and will be sadly missed
by all who knew him.
Our thoughts and prayers are with
the family Declan was so proud of:
his wife Collette, daughter Aoife,
sons Cillian and Enda, grandson
Gerry and his mother Christina, and
with his many friends and colleagues.
