FCC Adopts Rules For First
Television Incentive Auction
T

he Federal Communications
Commission (FCC) has adopted
rules to implement the Broadcast
Television Incentive Auction.
The two-sided auction will use
market forces to recover spectrum
from television broadcasters who
voluntarily choose to give up some
or all of their spectrum usage rights
in exchange for incentive payments,
in order to auction new spectrum
licenses to wireless providers.
The Incentive Auction will help
meet consumers' skyrocketing
demand for mobile broadband
services. Across America, in
both rural and urban areas,
consumers and businesses

expect to have access to wireless
connectivity anywhere, anytime.
Today, there are more connected
devices than there are people
in the US, and about 60%
of Americans use data-hungry
smartphones. By making more
spectrum available for mobile
broadband use, the FCC says

the Incentive Auction will beneﬁt
consumers by easing congestion
on wireless networks, expediting the
development of new, more robust
wireless services and applications
and helping ﬁll in coverage gaps
particularly in rural America.
Broadcasters that choose to
participate in the auction will bid
to receive some of the proceeds
from auctioning that spectrum to
wireless providers.
The auction is a once in a lifetime
opportunity for broadcasters, but
the decision of whether or not to
participate is voluntary.
The auction is planned
for mid 2015.

Bergen Media Businesses To Relocate Together

V 2, NRK, Vizrt, Bergens Tidende,
Bergensavisen and the media
department at the University of
Bergen are to relocate together to
create MediaCity Bergen.
The board of directors at TV
2, as the last signing tenant in
the media cluster, approved a
move to Mediacity Bergen (MCB)
located at Lars Hillesgate 30 in the
centre of Bergen.
In 2017 MCB will be house 1200
media professionals and students.
"TV2 is very proud to have taken
the initiative of MediaCity Bergen.
This project is unique in the Nordics
and will strengthen the media's
role in Bergen. A move to new and
more ﬂexible, ofﬁces, tailored for a
TV-channel, is also very important
to further develop TV 2 as a channel
with their headquarters in Bergen,"
said Alf Hildrum, CEO of TV 2.

Operations To BCE
GER: Lagardere Active, a major
player in the French media, has
turned to BCE to ensure the
continuity of the operations of
the Europe 1 LW transmitter site.
BCE offered a tailor-made solution
creating the perfect fit between
new technologies and Europe 1's
current antenna infrastructure.
BCE will run the operations of
the transmitter site of Europe 1 by
installing a solid state transmitter.
It will be controlled by BCE from
its Network Operations Centre (NOC)
based in Luxembourg.

Zayo Opts For
Net Insight
SWE: Net Insight has signed a
SEK 50 million contract to provide
video network infrastructure to
Zayo Group, an international
provider of bandwidth infrastructure.
Under the contract, Net Insight
will provide Zayo with hardware,
software, and support services,
to be delivered during the
second and third quarter of 2014.
The deal enables Zayo to establish
a video network in the US and offer
customers both compressed and
uncompressed HD-SDI and 3G-SDI
managed video network services.
