vendors to produce equipment with
specific EBU tests, so a programme
could be checked on different
systems and produce similar results.
John Pallett, Director of Product
Marketing for Enterprise Products
at Telestream, observes that the
EBU strategic group has put a lot of
effort into determining good and bad
programme quality. "It puts structure
round software and hardware," he
says. "Signal-based measurement
is still important, especially for
live feeds, but file-based QC is
spreading into different areas and
replacing commercial management
system products."
Pallett adds that where in the
past T&M would be about ensuring
that a video signal was safe for
broadcast, today it is as much about
validating file format compliance for
various distribution channels. "Our
customers also look for systems that
can automatically correct certain
types of errors - such as gamut
errors - instead of just reporting an
error," he says. Another innovation,
Pallett continues, is to use intelligent
decision-making, "which can use
T&M results to make workflow
designs about how to process and
manage media."
Wohler is known for its hardware
base band T&M units but also has
software packages for testing file
material under the RadiantGrid
brand. John Terrey, Vice President
of Sales at Wohler, says T&M in the
file-based domain is now "much
more complex than the challenges
of traditional base band T&M". He
explains: "The challenge begins
with choosing the right mechanism
for decoding a file into a format
that tools can effectively test and
measure video in the same way that
a human eye would. File-based
T&M must accommodate a
much greater range of tests
spanning not just video and
audio but also metadata,
wrapper and container
structure and data syntax."
Terrey's opposite number at
RadiantGrid, Craig Newbury,
observes that with base
band video, "compliance is
everything". Because of this,
he says: "The video signal
must be at the right
levels and in the right
colour space."
At software specialist
Amberfin,
Chief
Executive Bruce Devlin
identifies automation as a
major concern: "It's a relatively
simple task to automate the
measurement of a media file with
tools but it is much, much more
difficult to interpret the results of
that measurement automatically.

confused between the creative
intent of the media and the technical
measurements."
Like many others looking at T&M/
QC, Andy Quested and his EBU
colleagues still see "eyeballs and
ears" - in the form of scrutiny by an
experienced human technician - as
an important part of the testing and
assessment process. Amberfin has
worked to integrate this into its UQC
workflow package so that "false
negatives" can be identified and dealt
with. "We add human judgement
to automated measurements
to deal with the overwhelming
number of false positives and false
negatives that are discouraging
widespread deployment of these
systems," says Devlin.

production are constantly changing
and evolving. While the EBU QC
Strategy will set a new foundation
for testing, operators of T&M
systems will most likely soon
have new technologies to
consider. Steve Nunney,
Managing Director of Hamlet
Video, says that although
HD will remain the primary
broadcast infrastructure for
some time, 4K will "find its
way into the production chain
sooner rather than later on
premier programming."
While this will bring further
requirements for T&M into
the process, Nunney says
a full implementation of 4K
would be unlikely, partly
because broadcasters have
only recently upgraded to
3G SDI and partly because
further upgrades to the
bandwidths for 8K are
"just around the corner".

Because of 4K and 8K, Nunney
says "there will be a prerequisite
to maintain the process and T&M
becomes an even more important
part of the infrastructure." Perhaps
more pressing is the question of IP,
which Nunney sees as the future
backbone of the industry. "Here a
different criteria is in place where
T&M will be paramount," he observes.
The advent of software T&M
systems means that manufacturers
of other parts of the broadcast
chain are able to integrate QC
capability into their offerings from
the outset, rather than it being
added later. Among these is media
asset management specialist TMD
(TransMedia Dynamics). Chairman
and Chief Executive Tony Taylor
comments that integrating T&M
into file-based workflows has been
a major consideration for some
time and that there is still an issue
regarding technical QC and content
(that is more creative) QC.
"There is a huge issue of how
effective and efficient video QC
processes are within file-based
systems," he says. "But the checks
coming out from the EBU mean that
we all will have something to work
against rather than just saying it's
a MXF (Material eXchange Format)
file that is coming in."
Through new systems and an
agreed set of tests, the EBU hopes
that the QC process will in future
be performed at the start of the
production chain - ideally in postproduction facilities - with spot
checks and examination of metadata
done by broadcasters further down
the line. Another intention is to end
the monopoly that a handful of T&M
units had over check procedures in
the past, particularly for PSE, with
greater flexibility and democracy in
what continues to be a vital part of
broadcast technology.
